Waterdeep is a main city of the Sword Coast on the continent of Faerun, on Toril, 3rd planet of Realmspace.
Waterdeep has a portal to the Great Imperial Pyramid, and had an Embassy from the The Free Imperia until master vampires succeeded in a plot to burn it down.
Remaining FI forces in Waterdeep tend to keep a lower profile.
A number of Thalion Paurgiliath Arch Duke of Eltán's many children are worshipers of Faerunic gods (Primarily Magistrati of Azuth, Sibylites of Savras, and Glyphscribes of Deneir), and stayed behind after the Embassy burnt.
Primarily for their own safety, but also to build a minor FI-friendly faction in Waterdeep, they undertook a series of Divinations to found the Benevolent Grotto Society as an interfaith safe space for good and neutral clergy.
They are primarily responsible for maintaining FI safe houses and agents. Their number includes scholars with memberships in the local libraries, with reputations as researchers.
They maintain contact with merchants to do purchasing or sales, protective staff, and diplomatic, legal, and investigative liasons for interaction with official agencies. Some of the diviners have made a point of anonymously assisting the Waterdeep City Watch, particularly encouraging long-term investigation and action against Vampires.
