Dolornost Arnĕn (Overcommon 'Bywater') is the South Valley suburb capital of Duchy Eltán, an Imperial Alloidal Tenure under Thalion Paurgiliath Arch Duke of Eltán.

It includes the South Valley villages of

Duchy Eltán also includes the distant Settlements, held by Imperially Chartered Right of Foundation, of

• Cîwharnith - Island cultural capitol of the Harnic Elves, guarding the Southern Archipelago
• Rhóvanost - (OC. Fort Wilder) - Trade city in Mumakan Peninsula
• Beriad Ostaurelian - (OC. Rainbow Towers) - Rainbow Barbarians capitol
• Sîrnan - (OC. Rivedale) - Hidden Western Fortress

and their outposts and villages.

Feudal Dukedom

Unless contradicted by Imperial policy, the Duke of Eltán enjoys absolute rule. As Thalion is a popular Duke, on the rare occasions he uses this authority to issue decrees, they are well received.

In practice, Duchy Eltán is primarily administered by a council. Even when Thalion makes a decree, the decree is generally carried out by the council. Thalion can issue directives to the council, or overturn their policy, but generally does not need to.

Each member of the council represents a different group, and each group has their own selection process. The High Council has seven members, one representative from each of:

• Council of Mothers
  • Selected by internal election
  • (Mothers of Thalion’s Children get 5 votes, Mothers of other Paurgiliaths get 2 votes, Mothers of any citizen of Duchy Eltán get 1 vote)
  • Executive or general Mothers' assemblies are regular events, and have the power to replace the representative to the High Council at any time
• Council of Lords
  • Generally, The Lady Vana, someone's steward, or whichever Lord got stuck with it
• Council of Clan Chieftains
  • Selected by internal election
• Makers
  • Includes farmers and craftsmen
  • Selected by internal election, guild members having guaranteed votes, other makers earning votes through customer nomination
• Merchants
  • Appointed by WATC Board
• Peacekeepers
  • Internal election, all Peacekeepers vote, rep. must be from Home Legion (teachers, etc.)
• Military
  • Appointed by Commander

Vassal lords, and appointed governors or mayors have a similar feudal autonomy unless contradicted by Ducal Policy, though Thalion insists that each is advised by at least a council of Mothers. In practice, local administration is mostly handled similarly to administration of the Duchy as a whole, though the flavor of governance amongst the Rainbow Barbarians is certainly very different.
