This thriving settlement, primarily of the civilized elves of Harn, under Duchy Eltán, centers on a massive fortified city built into and atop the cliffs overlooking Grand Cîwharnith Harbor, and extends hamlets and market towns onto the adjoining islands to the North and West. The Paurgiliath Peacekeepers have fortifications at PK#4 controlling the harbor mouth and at PK#5 protecting the settlements on the North island. Rich pasturage, abundant fishing, plenty of fresh water, and small forests of exotic spice woods make this a prosperous out-city. Pink Cîwharnith pearls, while not as valuable as the black pearls from the waters around Baron Munchausen's resort island Monaco, add considerably to the already significant revenue generated. The Grand Harbor is enormous, and generally shelters a significant portion of the Out-Islands fleet that keeps Imperial settlements in the archipelago free of pirates. Elements of Lady Vana's Vinerunners, the 4th (Naval) Legion of the Paurgiliath Peacekeepers, the WATC Fleet, and the Free Imperia Navy are usually found here. It is also the home port of the 1st Cîwharnith Cohort of the Paurgiliath Peacekeepers, and the epicenter of their ambitious dinosaur breeding program. The Western island is the most sparsely populated, being primarily grazing for goats, and agave, coconut, guava, and pineapple plantations, which supply the local mezcal distilleries.
